For American Security Advisor, Nepal=Tibet?

In the video below listen to how the American National Security Advisor Stephen Hadley gets confused between Tibet and Nepal during an interview for abc TV channel. The interviewer George Stephanopoulos doesn't correct him as he continuously makes such funny mistake. Does he also not have the information about the differences that Tibet and Nepal have?

    American Authorities take actions in haste without proper analysis of anything. This confusion in leading officer represents one of many of those.
